no. They can get both, but no one will prefer to select 60+30. And by default border stamps maximal option available

Makes no sense to choose for 60 only if you want to change to other visa ( non O, education .. ) Will have to double check but I think it's like that

No. Bilateral agreement (visa waiver) entries are not eligible for tourist extensions.

depends on the country and what they qualify for. Many passports qualify for multiple programs and you can pick which one you want. Sometimes it would make sense to choose less days for example because you can convert visa exempt to a work visa or retirement visa but you can't convert visa waiver to those.

you can convert exemption to non O and then ask extension based on "retirement" or marriage no ? I even was told by somebody that he converted exemption to non b and work permit which seems not possible to me I guess his employer did those steps without he even knew He works for a big international company

yes it's possible for visa exempt in most cases but wouldn't be possible if they used bilateral agreement to enter
