Not that I'm aware of. You might be able to get one at the Mukdahan immigration office, but make sure you go during standard Thai government business hours. The bridge itself is open far longer than government hours, namely 6am-10pm daily, whereas immigration will only be open Mon-Fri from 830am-330pm.
I've been there many times, but haven't ever had the need to seek out the immigration office there, hence never noticed. Also, the last time I went through Mukdahan was in 2019 I believe. I've also only ever left Thailand that way, coming back in would always be via a different crossing.
