TLDR : Answer Summary
As of December 14, travelers can fly from Thailand to Singapore via the Vaccinated Travel Lane (VTL) without undergoing quarantine. However, two PCR tests are required: one before traveling and another after arriving.
Actually, theoretically, could you apply for the e-visa within thailand, then, fly out and fly back in?... I know this is probably a dumb question... but looks possible
that is assuming you can be issued an evisa while in Thailand or Singapore.
A huge question unanswered at this time.

Biggest thing i dont get is some place are asking for flight details. If the visa is valid for 90 days you may already be in another country, lots of fine details still need working out
good point.... I'm out the loop on E-visa as haven't visited an embassy since october 19.. their website hasnt been updated yet (understandably I guess)
