You might have understood something mixed.

It is a 90-day stamp you would be given for the first time when you applied for a Non-immigrant visa inside Thailand at the local immigration office. So you got your visa application completed right.

Your next step will be a 1-year extension based on retirement around the end of that 90 days (when the current stamp remains 30 days or less). Get the latest requirements for them from the local immigration office to be ready.

Make sure you have a valid re-entry permit too on your old passport

, it's more about your airline policy. Check with them which ticket they ask you on check-in. Thai immigration doesn't ask you for onward ticket often unless you have an extensive history to travel Thailand.

, You can apply for a 1-year extension on Non-OA entry. For that, you need to meet the requirements including financial proof and insurance.

You go to the local immigration office at the end of the current stamp to apply for a 1-year extension, then apply for a multiple (or single) re-entry permit to travel abroad during your stamp.

So, you need to apply for an extension AND a re-entry permit to stay. Also, need to do 90 days report if you are staying in Thailand for 90 consecutive days.

METV is an abbreviation of Multiple Entry Tourist Visa, not re-entry permit BTW.

Q. would I be able to leave Thailand and then come back in for the 60 days visa exemption?

-> It's possible. Even after you apply for a 30-day tourism extension.

Q. if I have obtained a work permit by this time, are there limits on leaving/returning to Thailand?

-> That depends on the phase of in-country Non-B visa and extension applications. in most cases, you can travel out from/into Thailand with a valid re-entry permit as long as you get back to Thailand within the current stamp validity.
