This has always been in place, and could be asked for at anytime! In fact, most countries in the world have this rule when crossing an international border. Its up to them to enforce it or not, thats all.😁

Immigration can ask you whatever they want. Any person can be refused entry if they demonstrate non adherence to the visa they have been issued.Very unlikely, but can happen! Nothing is 100% guaranteed!!
