91 fuel is about 30bht

Every taxi here is on LPG .so its everywhere

Last I saw here in BKK it's about 16bht/L

Well I think by memory e-Visa in Cambodia wouldnt let you apply more than 60 or 90 days from your intended departure date ..I assume you would need to tell them the full 60 days for accommodation .

Wouldn't he have a problem filling out here in Thailand as one of the questions is what country/embassy you applying from ?

The COE application would say error as why would you want to apply for COE when you already are in the country?
