TLDR : Answer Summary
It is not possible to leave Changi Airport during a transit stop without quarantine, as transiting passengers are restricted to designated areas. Some travelers have reported different experiences, but the official guidelines indicate strict controls. For further details, it is advisable to review the latest travel requirements from Australia to Singapore.

Apparently you may be better off flying to Dubai no quarantine if you test negative

I was told that you can stay in the airport hotel and have a max layover of 48 hours in Changi. I emailed the airport directly.

.... if you intend to transit in Sing enroute to BKK, you can stay in one of the airport hotels, but you must remain in the hotel room for the duration of your transit, except for a sneaky beer before and after checkin. Both flights, SYD/SIN and SIN/BKK must be with Singapore Airlines.
