TLDR : Answer Summary
The comments clarify that you cannot apply for the Certificate of Entry (CoE) before securing your Tourist Visa (TR). The COE application requires information about your visa type, and you should select visa exempt if applicable. However, applying too early for the COE may not be practical since it is processed quickly compared to the visa.

The first question on the COE is visa type... You can select visa exempt if it applies to your passport and then enter thailand with the TR60...

However, that does not make a lot of sense as getting a COE only takes a few day, and a visa is longer. So you probably doing your COE too far in advanced.
