Some immigration offices require a TM28 if you're officially moving to a new province. But it's pretty rare nowadays.

No, you don't have any options. You cannot get a tourist visa inside of Thailand.

There is no LAW that says banks cannot open accounts for anyone. It's bank policy that they will not open accounts for certain people.

I've only seen the Chiang Mai reports of people being required to fill in a form and show 20,000 baht, but not produce a bunch of documents from their initial application.

yes but this person was talking about making deposits for a year before they even travel to Thailand so they expected to use that for the first year, but it's not possible

that's not how any of this works. There would be no attempt at re-entry. And there would be no problems until they already got a work visa and then attempted to extend it.

Immigration knows NOTHING about embassies. They are completely different government agencies. Never listen to what an immigration officer tells you about embassies, and never listen to what an embassy tells you about immigration.

And you are NOT on non-immigration O visa. You entered as a tourist. You are a tourist. You are not on any visa because you did not enter using a visa.

90 day report (TM47) is not 500 baht per day. It's overstay that's 500 baht per day.

You have from 14 days before until 7 days after your due date to file. If you miss it, there is no excuse, it's 100% on you. You had 3 full weeks to do it. Day 8 starts the 2000 baht fine, and it's 2000 baht whether you are 8 days late or 8 months late.

Thailand doesn't do a criminal history check for tourists. A past felony is not a concern. Active warrants are what would be a concern, but Thailand is not even great on catching those.
