What are the immigration office hours and tips for visiting it in Thailand?

there's no such thing as a rule "in Thailand" because every department and even every office gets to make their own rules.

So while most immigration offices do take an hour off every day for lunch, I know the Department of Land Transport office in Chiang Mai does not. But I can't say if that's the same at every DLT office because maybe some have a different policy.

It's like this everywhere in Thailand for example to get a bank account, the required documents might be different at different branches of the same bank in the same city, because the manager at that branch can add their own rules and policies.
