Is it normal for the Thai Consulate in Frankfurt to return documents and passport after a visa interview?

Frankfurt is only e-Visa (ALL visa applications must be submitted through

(e-Visa website) ONLY. The Royal Thai Consulate General in Frankfurt does NOT accept hard copies of visa applications, either by post or in-person at the Consulate.), but they say they can call you in for an interview (It is necessary for the visa applicants to be present in Germany for the submission of e-Visa application and its fee payment. In some cases, the Consulate may invite the applicant to the Embassy for an in-person interview; therefore, the applicant is strongly advised to remain in Germany until the decision is made.)
