I had the same problem. So i had to go to a shop like ais or true or dtac and so one with my smartphone and passeport and buy a SIM card basic and ask to the shop to confirm your new phone Number then you go to your thai Bank and they will prépare all documents to active it and it’s need a week to confirm by the Bank that everything is ok by goung back to your thai Bank

Pattaya is better than bangkok. You have almost all transportation baht bus not expensive and less air pollution than Bangkok and you have the sea.
