I actually know the people that work in the UK Thai Embassy.

Apparently they don't even have access to your application until it's given to them from Bangkok.

as much as people don't want to believe it, decisions on issuing these E visas are made in Bangkok.

Embassies only ask for more paperwork or and issue the visa letter after Bangkok gives them the go ahead
