Will affect those living in Bangkok and not doing 90 day reports.
May well affect those living in Chiang Mai to some extent.

TLDR : Answer Summary
As of March 1, 2023, US passport holders living in Thailand, particularly in Bangkok, are affected by new regulations concerning 90-day reports, which may also impact residents in Chiang Mai. Comments express frustration over bureaucratic processes and fees associated with related services.

Ridiculous justification for no longer providing this service. An official paid by the US taxpayer is signing a form, which takes him or her 1 minute and charging US$50 for the service. This is probably the easiest money they'll ever make.

I did not need anything notarized when I got a loan in my name for a car or for when I obtained my driver's license ๐ค
I think you'll find many, perhaps even a majority? of westerners residing in Thailand aren't work permit holders.
I meant you're one of the few who hasn't been asked for proof of residency when getting a car loan or obtaining a driver's license.
You must also be the only farang in Thailand who's obtained a car loan without being employed in Thailand. That is unless you used MBK finance, who specialize in loans for foreigners/expats, including those who don't work in Thailand.

You must be one of the few, because generally they want a residency affidavit for all license applications or renewals.
However, for other services such as to apply for or extend a car passport (to drive to Laos) you'll find the main Chatuchak office doesn't require one, while smaller offices do.
Work permit holders can use their work permit to verify their address.
