TLDR : Answer Summary
The discussion revolves around the enforcement of net closing measures in Phuket, including mention of bribes related to bars and businesses remaining open after hours. Questions arise about whether these measures apply solely to Phuket.

In other article they wrote this money is included the bribes from bars to stay open after closing hours, restaurants and other shops. Not only the overstayers.

As far as I know once you get to 90 days of overstay, you have to be outside of the country for 1 year, it can't be overturned (well perhaps with another bribe), that is why they continue to pay...??
