Anybody driving the Embassy mad over this STV, I really wouldn't bother them. Here is an email from earlier today

UPDATED 16.09.2020 - 13:50 BKK Time

We would like to provide you this updated information.

The Thai government cabinet has just approved the policy to allow longstay tourists to enter Thailand with the Special Tourist Visa (STV Visa).

The Centre for Covid-19 Situation Administration and all the other government ministries and agencies are currently working on the detailed requirements. However, we are now able to share the following information to you:

When this longstay tourists program can officially begin, 1 - 3 chartered flights will be allowed to land in Thailand per week with an estimation to bring in 1,200 longstay tourists per month.

Every longstay tourist must quarantined at a government approved ASQ or ALSQ hotel accommodation for 14 days.

Each Longstay tourist will be granted a Special Tourist Visa which will allow him or her to stay in Thailand for 90 days including the 14 days quarantine procedure.

This Special Tourist Visa can be extended 2 times each time as a 90 day extension. Therefore, the maximum total stay is 270 days.

As the representative of the Tourism Authority of Thailand, we will process and help you with your application documents. We will send your documents to the Ministry of Foreigner Affairs. Once you have received the approval, we will let you know so you can get your Special Tourist Visa and your Certificate on Entry at your nearest Thai Embassy or Consulate. At the Thai embassy/Consulate, you will still need to get the Fit to Fly Medical Certificate proving that you do not have Covid19 [members only]

Right now, the requirements to obtain this Special Tourist Visa are:

1. Payment and Booking Confirmations of ASQ/ALSQ quarantine accommodation and accommodation after 14 days quarantine. Payment and Booking Confirmation of accommodation after 14 days quarantine are not needed if the tourist show proof of a property ownership in Thailand or has a close relative who has a property in Thailand. Proof of Rental Agreement can also be used. (We still need to wait for Centre for Covid-19 Situation Administration and all the other government ministries and agencies for more further details on the exact requirements)

2. Proof of a medical insurance that covers at least 100,000 USD for medical expense related to Covid19. (We still need to wait for Centre for Covid-19 Situation Administration and all the other government ministries and agencies for more further details on the exact requirements)

3. Pass criminal record check with the Royal Thai Police

We will also be assisting you with providing medical insurance and accommodation options for both ASQ/ALSQ quarantine and after quarantine.

Furthermore, we are still waiting for Centre for Covid-19 Situation Administration to set the policy on passengers from which countries will be allowed to come to Thailand as a longstay tourists.

We look forward to hear from you soon.

Yours Sincerely,

Armaj Sombunjaroen (Flash)

TLDR : Answer Summary
The Thai government has approved the Special Tourist Visa (STV) to allow longstay tourists into Thailand, permitting a stay of up to 270 days with 14 days of quarantine. The visa requires confirmed ASQ accommodation, medical insurance covering COVID-19, and a criminal record check. Applications will be processed by the Tourism Authority of Thailand and the Centre for Covid-19 Situation Administration will determine eligible nationalities. Currently, specific details on requirements and country eligibility are still pending.

Thai embassy in Helsinki, Finland just released the requirements and application procedure for STV. I haven't seen a list for approved low risk countries yet, but Finland citizens can now apply for STV.

So are foreigners supposed to book the accommodation at state quarantine facilities themselves or what? And if so, are foreigners eligible for low cost state quarantine, in a hospital for example. Doubt it lol

I am guessing if you booked your 14 day quarantine stay at an approved hotel or resort and anyone staying at that place tests positive for Covid-19, you will need to stay an additional 14 days in quarantine from when the cases of Covid-19 are discovered. That could turn a 14 day quarantine into a 20 day or more quarantine.

I don’t think everyone at the hotel gets extra time in that case. But if, for instance, anyone on your flight over tests positive you will be given extra scrutiny (and possibly extra time?) no matter what hotel you end up at. Normally after the first negative test in quarantine (4 or so days in) you are allowed out for an hour or so a day into an outdoor area, and you get to eat off of real plates with silverware instead of plastic. If someone you’ve in possible contact with tests positive you stay under the more strict protocol. I don’t have extensive knowledge about this, but I haven’t heard of any hotel where all the guests had to stay extra time because of a COVID case and I know there have been many cases over the past few months of the repatriation program. A benefit of having a strict quarantine program is that contact tracing is possible and you don’t have to shut down a whole faculty because of one positive case.

I hope you are right. I tend to look at worst case scenarios when thinking about things and was imagining that the 14-day quarantine kept getting extended if anyone at that hotel tested positive. I think I will wait till quarantine is not required before trying to get back to Thailand.

I agree — this is only for people very serious about getting to Thailand for whatever reason. I’m in the middle of quarantine now with my wife and kids, but they are Thai citizens we decided it was healthier to be living in Thailand with our family here than in the U.S. at this time. We’re grateful that we even have the option (U.S. citizens aren’t welcome too many places these days) so it’s easy to take all the expense and rules in stride. I don’t see it as the government deliberately jerking people around or trying to make a buck (though I certainly understand the frustration with these Kafkaesque conditions). There are pressures from all sides and nobody is really benefiting from these half measures, but this is the path they’ve chosen. It may well be the wrong path, but I think it’s foolish to think it will change barring a big change in circumstances. Vaccines, really effective treatment, uncontrolled spread in the population like we have in the U.S. where there’s no longer and benefit to strict quarantine. Those things might change the policy. Until then all one can hope for is more affordable quarantine and insurance options, more streamlined application procedures and easier to follow instructions. A return option for those who already have retirement visas and have made their homes and lives in Thailand. An option for those who have been in Thailand for years in long term relationships but not married. But it may be a long, long time before casual, affordable tourism returns to Thailand.

@Christopher ******
welcome back to Thailand and I can well understand your choice to want to get out of the US. I am happily riding out the pandemic in Vietnam, but I do want to go to Thailand when I can.

This is nothing more than a money making scheme for a visa agency. This pisses me off.
