My question is in the same exact situation my family gets effectively from the date of first entrance 11 months another family gets 15 months where is the logic in that?

If what you mean is doing an extension of stay for the first time this counts as your 90 days reporting they will put a slip on your passport saying that
Just adding on this post, as I had not read the notice in my passport, the extension of temporary stay is considered as notification of residence and the next one has to be done after 90 days from that. Doesn’t say anything about any exemption for children though so I suppose it has to be done.
If the old passport has been nulled technically it’s not valid and same goes with the visas, it’s one in a hundred but it has happened to me in the past (not in Thailand) have asked the question to my embassy and they replied as above, if the old passport is still valid then no issues
