Where can my friend apply for a Non-Immigrant O visa in Thailand without returning to Italy?

Asking for a friend. Wife (italian) entered Thailand with tourist visa (don’t know why) as they have kids studying so can obtain a non immigrant O visa based of foreign children studying here. Where can they go to ask for a non immigrant O visa without having to go back to Italy? Thanks for your help.

remember she will need to meet the proof of funds (500K baht in a thai bank account in her name only) to get a Non-O based on supporting a foreign child here in thailand. The first year she applies for an extension the money needs to be in the account for 30 days, and every year after that it has to be in the account for 3 months

Are the children legal in Thailand and what kind of visa do they use, it would be not the first time the parents decide to keep the children on overstay as there is no fine until 15 years of age.

And if the children do not have a valid visa, the parents can not piggy back.

Than visit the school, get the documents and apply for an conversion to the Non Immigrant O visa based on being a family member of an alien who has been permitted a temporary stay in the Kingdom for study in an educational institution according to Clauses 2.8 or 2.9 hereof.

If not possible to do this, like not enough time left on her stay, she has to visit a Thai Consulate first t obtain this visa

children both have a regular visa father has a non immigrant O visa based on one of them, they just messed up in Italy for the wife

I understand it's the wife that wants to stay with the children on the long term, and the children are staying here. Since the wife is here on a tourist visa, she will have to leave after 90 days. I believe she doesn't want to leave Thailand because her children are studying here.

The best advice is for the wife to go to the local immigration office and ask for the handout how to apply for an extension of stay based on supporting a child who's a student.
