TLDR : Answer Summary
Upon entering Thailand on a non-immigrant O visa as a guardian, registration is not mandatory in Bangkok. There is no need to file the TM.30 form as the local immigration office does not require it. However, if you are staying at a private residence, you may need to ask your landlord to complete the registration within 24 hours after arrival using the TM.30 form. If the landlord is unwilling, you can collect necessary documents to register yourself.

If you're going to be staying in Bangkok there is no need to file the TM.30 form or register once you arrive, The Bangkok immigration office doesn't care about it

I guess you talk about register your address. If you stay at a private address you ask your land lord or house owner to do the registration at Immigration within 24 hours after arrival at that address using the TM30 form. If he/she is not willing than let them sign a copy of their ID card and blue housebook and you can do the registration yourself. In Phuket you also need a signed Power of Attorney if your landlortd does not want to join you.
