From the Thai embassy page regarding tax.

"This depends on the duration of your stay. According to Thai tax law, anyone who stays in Thailand for over 180 days out of a calendar year will be considered a tax resident by the Thai government. You will be liable to pay Thai income taxes on your foreign income if you are a tax resident."

Sorry; you misunderstand. It's a retorical question. Because you aren't a Thai citizen, or have a proper, non tourist visa, you can not have a bank account in Thailand. Same like in most parts of the civilized world.

The general rule has really been no account on tourist visa all the time.

If you don't know why you are going, when, and where you are staying, then the chances that they'll let you in are slim.
