Yes! When applying for a visa and COE you will need both. Some people say you don't need for your visa but this time I found that you do!

Arrived on Thursday you will be ok. But a message to anyone going now it is very serious in Bangkok now a ND believe me all your paperwork is checked thoroughly. Mine was checked 3 times. Thry are particularly interested in your coe insurance documents and negative virus tests

Mine took just 3 days. Send passport special delivery along with a self addressed special delivery envelope for safe return and the printed copy of your barcode from your online application payment
