According to this link when you open the PDF. Second paragraph states any income earned. If that is correct then a state pension, which is not earned, but as in the UK is an entitlement surely this isn't classed as earned income?
My Thai friend has fourteen chihuahuas and a British bulldog, but he has a large gated and walled village type house, so the dogs can't get out to mix with soi dogs. With cats unless you kept them in a very large fencing type of secure area then for sure you'd have a big problem with kittens, plus there is rabies in Thailand, but how prevalent it is, is an unknown.
