I'm not in Bangkok but just got mine done to my Toyota Vios and it was 4,500baht . I think it's a common price all across Thailand .. my wife called a few places around the area and all said the same

Can I enter Thailand on a 30-day permit and then apply for a tourist visa without leaving the country?

If you have your TR visa approved already you will be stamped in with that first if the visa is in your passport.. if you have a E-visa well then you don't need to show but after the 30 days you would have to leave and come back in and show the E-visa to be stamped in for 60 days

I been here 5 times since August last year each time staying 4 weeks each visit and 6 weeks at Xmas time

You can get a 60 tourist visa and extend 1 time for an extra 30 day at a cost of 1900baht . However it is only a single entry only .

Can I overstay my visa in Thailand for 2-3 days and pay a penalty?

You can but you can run the risk of being caught out and about and being arrested . And have a ban of up to 5 yrs .

Not worth Not paying 1900baht in my opinion
