TLDR : Answer Summary
Starting November 1, Russian passport holders will receive an automatic 3-month visa exemption at the border. This new rule does not currently extend to other nationalities, with users noting that countries like China still follow the regular 30-day visa exemption. Some comments raise concerns about double standards in Thailand's immigration policies and highlight the significant number of Russian tourists in the country.

talk about other countries getting the same 90 days exempt as well, but those countries must also open up for Thai citizens as well, sadly most westernized countries are still not doing that, it's virtually "impossible" for thai's to come to USA, especially if you are a single woman,,,,time will tell!

no joke, Russia is number 1 country in terms of visiting numbers ( Phuket) with long term tourists. ( also people escaping cold winter, war, etc.) and of course bringing $β¬
If the new rule actually takes effect next week, Russia will join Argentina, Brazil, Chile, South Korea and Peru (these countries already have bilateral 90 days agreements with Thailand).
