Just enter on the 45 day exemption, you can then extend that by another 30 days, then change to a different 12 month visa

 do I have to apply for a 60 day tourist visa at the embassy or it’s done online? and then I can extend that or change? my main aim is to be able to stay as long as possible

So for me it’s definitely better to come back in on the 45 day exemption, then change to the 15 month voluntary visa
