We are a married couple returning to Thailand on a Non A-O visa (retirement) and Non O visa (dependent) in a few months, I understand we need 12 months insurance, but can this be insurance from any country provided it covers the requirements or does it need to be a Thai insurance company? The embassy sent me a link longstay.tgia.org but this is only Thai companies, also any recommendations are appreciated, thanks

Medicare is useless outside the USA. You need to check your Medigap policy to see if it is and if it meets the Thai insurance requirements and can provide the form Tod mentioned.

as long as it meets the requirements AND as long as you get them to fill out this form you should be able to use foreign insurance to enter
I think you are confusing the insurance required to BUY an O visa at some thai consulates with the insurance required to ENTER thailand required by OA and OX visa holders.
There is no proof of insurance for the O visa holder entering the country
