If officer did not pick up on your regular visits without a visa previously u wil be ok . First time they pick up on this it will be a warning to get a visa next trip .. i had this and i know of similar other cases… there is no written rule of number of non visa entries - it is at officer discretion

250,000 is reasonable include accommodation . Of course you can live cheaper but up to your budget

If you get a standard visa without multi entry or single entry addition - you cannot leave and return ..

your visa finishes as u leave … best to make sure u have at least single re entry

- if you apply for the visa as i explained above - they will ask for proof that you are eligible to marry !! Bizarre … i just did this and fortunately had that paper with me ..

If you do it in thailand - you need to apply for change of visa type - if you come in on visa exempt . They will give you a 90 day thai wife visa . Check online for requirements . Before 90 days is up u need to do entire process again and apply for 1 year thai wife . Good luck
