yes he can. Needs 3 months of bank statements £10k sterling in a UK Bank account if he's not in receipt of a state pension for being over 65 year's old
And as I'm sure he has a British passport, and appears to work in Singapore, he needs to get the stamps transferred before he travels or lose the visa/extension in his old passport which is no longer valid

Once again, it is ONLY as I see it, to apply for a new O-A and a one time entry from that visa. It isn't for use of entering on a previously issued before 31st October, O-A visa. That scenario, I believe as I read it, requires Thai health insurance
