Airlines are already updating things based on vague information. It's best to error on the side of caution at the moment. Hopefully on Monday they at least clear things up.

We do not yet have a specific country list related to which countries they will enforce insurance for but it seems like as long as the country you are departing from requires testing to enter then you would need insurance.
