It means, if published in the Royal Gazette, you no longer need Thailand Pass, insurance to enter Thailand. "From 1 July, 2022, foreign nationals are only required to show proof of either a certificate of vaccination or a negative RT-PCR or professional ATK test result within 72 hours of travel."

So that means you can now save a bucket full of cash that you can spend with me learning to SCUBA dive in beautiful Phuket (please tell me you can swim) (contains shameless unpaid promotion)

"thats crazy thai again for you. I could not find it on the visa exempt, i was looking for it and you answered for me 🙂". It's a bi-lateral agreement... Thais get 30 days in Vietnam Visa exempt... Vietnamese get 30 days in Thailand. Neither get option to extend (i don't know if vietnam offers the 7 days denied or covid extensions like thailand does.)
