the DTV only allows people to work overseas whereas op is making videos in Thailand - working in Thailand still requires a proper visa and work permit.

Ask the branch what they require. With a Non-Imm visa, they might not need a residency certificate - at least it seems to be more of a requirement for those without Non-Imm visas. But they might - problem is solved by asking.
