Looking back at the various Posts of the OP here in this Facebook Group, it seems earlier he was trying to open a Thai Bank Account with a (Single Entry) Non–O Retirement E–Visa issued by the Thai Consulate in Sydney, but the Thai Bank Branches that he approached, located in the Isaan region, wouldn't open a Thai Bank Account for him without either a wet ink Non–O Visa or an Extension of Stay, either of which only obtained from his local Thai Immigration Office (of which, the original rationale to open a Thai Bank Account was probably in order to apply for an Extension of Stay at his local Thai Immigration Office)
So, now in Vientiane, (and probably mistaken) that the Thai Embassy in Vientiane still issues Thai Visa Stickers (which it does not and no Thai Embassy/Thai Consulate anywhere in the world issues Thai Visa Stickers, but only Thai E–Visa as a PDF File)
So, as an Australian over age 50 years old and does NOT have any Marriage Certificate with a Thai Citizen, the OP's best option is to, again, get another Single Entry Non–O Retirement E–Visa from the Thai Embassy in Vientiane, like he previously obtained from the Thai Consulate in Sydney
So, seems to be the gist of his dilemma....
As for Lao Visa policy, well, clearly, he got a Lao Visa on Arrival (Lao VoA) for USD $40 Dollars at the Friendship Bridge border that allows for a Stay of 30 Days in Laos for Australia Passports
if anyone is using their U.S. Passport to make Entry into Thailand, then don't bother with the 65k (Retirement) / 40k (Thai Citizen Wife/Spouse) Thai Baht Monthly Income Method for an Extension of Stay because for over the past 6 years already (since 2019) the U.S. Embassy in Bangkok and the U.S. Consulate in Chiang Mai do NOT issue income affavits required by your local Thai Immigration Office for an Extension of Stay based on Retirement (over age 50 years old) or Thai Citizen Wife/Spouse for the Monthly Income Method

1.) probably easier for you to fill in and submit the TDAC on a desktop/laptop/notebook computer or tablet than on your mobile phone/cell phone
2.) What specific issues or problems are you having in filling out and submitting a TDAC?
3.) if the input field does NOT have a Red Asterisk, then it is Optional and NOT Required so easiest to leave it blank and just skip those particular input fields

the OP is a Student in China and applying for a Thai E–Visa at the Thai Consulate in Shanghai (China)
the Thai Consulate in Shanghai is asking for something (Declaration Voucher of Overseas Personnel's Accommodation Registration in China) that all Residence Permit Holders in China (including students) would already have had and
was kind enough to provide the English Language Link to the Shanghai Municipal Gov't information about this Declaration Voucher of Overseas Personnel's Accommodation Registration
the Thai Consulate in Shanghai is asking about something from China's National Immigration Administration, not something from Thai Immigration
Hopefully, the OP understands where (China government website/app) to obtain what is requested from the Thai Consulate in Shanghai
You selected the WRONG Thai E–Visa Subtype on the Thai eVisa website....
Looks like you want to get the Non–O Married to a Thai Wife: or, on the Thai eVisa Website it is = Non–immigrant (O) To Stay with Thai Family Residing in Thailand (more than 60 days),
BUT, you had most likely INCORRECTLY selected Non–immigrant (F) Family or Dependent of Diplomatic Officers/Officials based in Thailand
Do check and verify again that you had selected the correct Thai E–Visa Subtype from the initial window/menu
