In order for the Thai wedding to be recognized in Luxembourg later, I have to submit several documents first

I need to show the authority in my country the Certificate of residence; Birth certificate and Certificate of celibacy from my future wife.

The last document I need is the one from the picture

Then they will do a public announcement in Luxembourg

Only then they can give me the certificate of marital capacity that I can bring with me to Thailand

You indicate a “Thai wedding”. If so, you have a Thai marriage certificate which can (should) be translated and verified in Thailand.

That suffices as proof of marriage and can be registered in your country.

Before that even happens, my municipality in Luxembourg wants to see this document from my photo, which explains the rules in Thailand regarding marriage. Otherwise, they won't be able to issue me a document confirming that I can get married and that I can then bring with me to Thailand.

as you are from Luxemburg you need to use the thai embassy in Brussels as this one is responsible for people from Luxemburg as well so you need to get the document from them.
