Can I get my 'freedom to marry' translation certified in Chiang Mai?

Yes. You probably can. But it has to be a fully accredited translation. There are translation services at the ministry of foreign affairs that know exactly what's needed and are accredited. It takes around an hour. You may as well use their services. Around 1500thb.

the terminology has always been kind of important but now even more so than before. So, visa exempt can get 30 day extension then MAY be able to get further extension due to be unable to travel due to COVID. VOA is not eligible (this affects some 19 countries). In you're on a non immigrant visa you are also not eligible

IE = that is, (actually should have been i.e.), STV is Special Tourist Visa (avoid, unless you own a condo or something like that and just like to "winter" in thailand), VOA= Visa on Arrival, only travelers from some 19 countries buy this visa upon arrival, can't be extended.
