Rent suggest rent in Jontien or dark side Pattaya. So rent a cheap hotel and go for a walkabout to find a good place to stay

 yes do some walking to standalone branches or head to Pattaya as agents can do for ฿3.500. Oh you didn't even advise on your visa either

VOA? Strange. Do you mean you enter Visa Exempt ie no Visa?

Can I re-enter Thailand for a second visit after traveling to Cambodia without needing a visa?

 1. yes if the IO allows you to enter Thailand.

2. you may exit to Cambodia if their VISA allows longer than 30 days so look it up.

3. You may still enter Thailand on a 60-day Visa Exempt as long as the IO allows you to enter Thailand.
