Quite a bizarre and stupid question by the officer. For some of us there isn't even a Thai embassy in my country. I had to submit to the nearest neighbouring country.
That's not unsual. My employer is NOT in my home country, and I submitted my application to a Thai embassy that's NOT in my home country. My bank account is NOT in my home country either. Got approved. That's being a real digital nomad.
A success has been reported out of Abuja, Nigeria. Keep in mind Nigerians have stricter requirements than other Africans (I'm not just saying that, it's on the Thai e-visa website). So Kenyans have a better chance, I think. Go for it and keep us updated.
I think Dutch should be OK. When I applied for my Thai visas in the Hong Kong consulate everything was in Chinese and it was approved. Embassies hire local stuff from that country who understand the local language. Also, some diplomats and officers speak the language of the country that they're deployed in.
Submitting a second application to the same embassy that rejected your first application if quite stupid, imo. My application was cancelled, without reason, by one consulate. I simply reapplied to another consulate in another country under the same category, with the same documents, and was approved!
