All nationalities are eligible for the DTV. So-called "restrictions" only pertain to where some passport holder may apply from. Many from "3rd world" countries should only apply from their home country. Even North Koreans are technically eligible, it's just that it would probably be quite difficult.
this "extension" process sounds like a bigger headache to me than dragging my wife and kids to Kuala Lumpur for a few days and back, assuming money isn't an issue. To each their own, though.
Who told you Kenya is "restricted"? Why would Kenya be a "restricted country for DTV" if Nigeria (and many other African countries) aren't? I'm African, by the way, and so far I'm not aware of any "restrictions" on us. Got mine in Abuja (Nigeria) but my permanent address is in Ghana. A Nigerian couple also posted about their success here about 2 weeks ago.
oh really? Which other ones are ineligible? I checked on the official website and could not find such a list. It was important to me because I'm also from a heavily sanctioned country, but was approved.
