Well, this is a DTV E–Visa Centric Facebook Group, and with that 10k Baht already paid, which is nearly the DTV E–Visa Fee, so if you have 500k Baht (or equivalent)+ in a bank account, then perhaps apply for a DTV E–Visa, as it is Multiple Entry for 5 Years vs. just a 6 Month Multiple Entry Tourist E–Visa

Thai Immigration had caught a Chinese Citizen who obtained Vanuatu Citizenship (Vanuatu Citizenship by Investment), changed their name with Vanuatu and used a Vanuatu Passport to enter Thailand, but Thai Immigration biometrics caught this Chinese/Vanuatu Citizen (different names in the 2 Passports) who is wanted for billions in real estate Fraud in China

Anonymous participant a possibility for Syrian passport holders is going specifically to Phú Quốc island in Vietnam as Phú Quốc island is a special area where any passport can make entry into Phú Quốc island (Vietnam) and not need a Vietnam Visa

However, do note that Phú Quốc island is located in Kiên Giang Province and Kiên Giang Province in under the jurisdiction of the Thai Embassy in HANOI, NOT the Thai Consulate in Ho Chi Minh City

So, anyone could apply for a Thai E–Visa in Phú Quốc island, but need to submit their Thai E–Visa Application to the Thai Embassy in Hanoi

An alternative for Syrian passport holders is Malaysia in that Syrian passports have free visa exemption entry into Malta, but the Thai Embassy/Consulates in Malaysia are known to be more thorough about documentation than other nearby Thai Embassies/Consulates in the region

it doesn't matter which passport a DTV E–Visa Applicant uses (dual/multiple nationalities), but have to use the passport where you are physically located and submit a DTV E–Visa Application to whichever Thai Embassy/Consulate is located at or has jurisdiction over where you where physically located when submitting your DTV E–Visa Application.

So, the alternative response to your question is: it is more about which particular Thai Embassy/Consulate you submitted a DTV E–Visa Application than any particular passport (except for passport holder of certain countries where a month additional processing time is need for approval from the Thailand Ministry of Foreign Affairs before the Thai Embassy/Consulate can issue a Thai E–Visa for certain nationalities)

Anonymous participant currently, most people getting a Non–B would just get one (with all the company/business documents) at a Thai Embassy/Consulate as it is somewhat easier than trying to convert from another Thai Visa to Non–B in-country at a local Thai Immigration Office.

However, those other Thai Visas were usually no longer than one year (e.g. Non–O, ED, etc.), so many just wait until their previous Thai Visa expires or one can just go apply at a Thai Embassy/Consulate since they were Single Entry Thai Visa's. The new and novel thing about a DTV Visa is that it is a 5-Year Multiple Entry Visa, so no one really knows.

You can (from the Immigration Bureau Order implementing the DTV) convert from DTV to another Thai Visa in-country, but is the Company/Business willing to provide more paperwork and going through more procedures to enable you to do so, or, going to get a Non–B outside Thailand at a Thai Embassy/Consulate (but with an active DTV): you will have to contact the prospective Thai Embassy/Consulate beforehand about applying for a Non–B E–Visa while holding an active DTV Visa....
