Correct, you can fly into Da Nang, stay in Hoi An and apply via HCMC with your docs :)

I think the main issue here is that some passports have a bunch of numbers and some letter sequences listed as place of issue. This probably confuses some embassies. Would be best to check with the embassy/consulate before applying to confirm what one should write in those cases.

you could use DeepL translate for documents. I was able to translate Estonian bank statements to German and English a while back. Sometimes the formating was a bit out of wack but I was able to edit the PDFs.

I'd also like to point out that if the embassy of a different country issues your passport, this is what you should be writing on the application. My German passport was renewed in Thailand so the issuing authority says "Botschaft Bangkok". This is what I put on my DTV application that was approved. Not all passports have the same information on them so it's helpful to keep that in mind. My German passport has slightly different data fields than my Canadian one.

John Macom Authority means "issuing authority". Not all countries separate the one from the other. My German passport says the "issuing authority" is the German embassy in Bangkok. This is what I wrote on my application and it was approved. I wouldn't write something that's not on the info page of your passport. A German passport does not have the "issuing country" field the way that a Canadian passport does.
