DTV holders are not eligible for a Thai Bank account, so why bother continuing to find a bank who may allow you erroneously? If you obtain one, it'll just get shut down eventually and you'll have wasted so much time and gained nothing but hassle to deal with it and the aftereffects
My understanding is that the landlord is legally required to submit a tm30 regarding your stay with them, and that you just need proof of your stay with them to go do you 90 day report. Apparently, they are not required to give you the TM30. The 2 places I've stayed at gave me proof of stay in the form of a letter to do my 90 day report. I have not heard of any landlord requiring you to pay for this.
You can do it on phone. In some cases, it's better because you can use your phone to shoot picture of yourself and passport and upload it via phone. You can also save your application progress. Save often, and then check it on a computer at a library or a friend's computer to double-check your application before submitting
