Good water parks in both cities which good activity. Both actually have some good activities depending upon your likes/dislikes. Pattaya does offer snorkelling day trips.

personally i dont think so. System might be like Singapore everyone fills it in. You go to seperate form for residents and long term visa holders.

But Singapore has ID numbers for long term visa holders. But who knows this is Thailand
