Hanoi from my experience is a difficult place. I've been rejected in Hanoi and accepted in Saigon for ed visa a few years back. Hope that helps

Normally visa options want to know where you are and have you do 90 day reporting at immigration in the location your in. Not sure how it works with the dtv. Curious to know!
