Chris West Wires almost always charge for sending and receiving. I'm a realtor and we see it all the time. If you're doing an ACH transfer or transfer within the same bank, it may be different. Zelle doesn't charge either. You sent a wire, check the policy at her bank.

It doesn't make sense to put money into a Thai bank account and to put it back into your home account either. You're paying for an exchange twice. If you need to use it in Thailand again, you're going to pay for another exchange, for the third time.
