You can do border bounces anywhere that's open if you have a DTV.

 that's new information. For decades all kinds of work has been illegal on a tourist visa, including online work towards foreign clients and even gardening in your own house.

But this latest government did seem to try to modernize the country before all the politicians started squabbling like children again.

 as long as you don't tell immigration*

It's illegal to work here on a tourist visa. But the enforcement isn't a threat to someone working online for a month.

What happens if I don't file the 90-day report in Thailand before leaving?

Nothing. No fine. The immigration at the ports don't care about the 90 day report. It's only the in-country immigration offices that use and enforce them.

I flew out on the 3rd, having stayed 148 days, without doing a report.

The best solution would be if you took a 2-3 day trip to Malaysia or someplace similar. That way you get 120 days total in Thailand and you get to visit another country.

Think of it in the simplest form possible, just as Thai immigration does. Put your home country as residence and tourism as reason. It's called "Workcation", which is a form of vacation.

How many nights do you need to stay in Laos to get an entry stamp back into Thailand?

There is no time limit for staying outside of the country. If you get let back in depends on the immigration officer at the border and your travel history.
