I would think you would only be covered by travel insurance if you are a tourist. If you are driving on a Thai license it you will probably not be considered a tourist.

You don't need to pay anything to open a Bangkok bank account apart from a small fee for ATM card . There shouldn't be any restrictions on transfers with Bangkok bank.
