so to sum up your question: No you don‘t need to have a thai dl if you are staying longer than 90 days but never will drive in thailand.

I had to pay 1300 baht for a letter to Europe and it takes 2 weeks otherwise with lower rate it 4 weeks.

Normal Tourists should have a travel insurance either already covered by their own health insurance policy or if not just make one for little money together with their travel agency they book the trip wherever it goes. I just don‘t understand how people can even ask sich questions whether they need travel insurance or not 🤦🏻‍♀️
