An agency near that border asked me 10k for a visa run, I just said, thanks and I got a fly back for my home country the next day, and I got dtv in 48 h without any agency for the same price. I would say thanks to that smart agent, I was too lazy to go back, but he gave me the right motivation.

If you fill out all the paperwork to avoid double taxation, probably nobody will pay double tax. However, I believe the plan is to fine people for not filling out the paperwork to avoid double taxation... So, I guess they will ask for a fine and ask you to pay tax again! They're starting with DTV and then moving on to other long-term visas.

not correct! You have 3 months to get inside the country after visa has been approved! Then you are free to leave and come back when you want until the dtv is valid!
