Thai Certificate of Residence while on the DTV visa?

I just applied for the DTV visa and I'm waiting for the consolate to release the passports. I'm planning to buy a car in Thailand, but what I'm reading online is that I will need a thai Residence certificate for the paperwork.

It's possible to get the Residence Certificate while on the DTV visa?

Anyone know if DTV holder can apply for work permit? Just wonder as to my understanding, without work permit, it's not possible to open the local bank account so I can use mobile to pay with QR code.
