What would require someone to have a bank account if they were here on a DTV?

If he went the Non-O based on retirement-route, he would need one for his extension of stay. But he would then also be eligible for getting one.

But I can't think of anything else that would absolutely require him to have a bank account.

I would honestly love to know.

bank account I agree with. But bank account is not really necessary.

License does not require any visa.

Only difference will be when you renew the licenses.

Can't legally work with the retirement path though.
