Your airline might ask for proof of outbound travel. I have been able to sign a waiver whenever asked but I’m sure that there will be a time that I have to actually produce a ticket.

Why is the cost of the Resident Certificate in Chiang Mai now 1000 THB?

It's ridiculous that this form is even needed. It makes engaging in a transaction more difficult and makes people like myself less likely to make major purchases and contribute to the economy. Sometimes I feel like the only thing worth investing in here is a paper mill.
